Oxford Expert Psychiatry Ltd is a specialist company which provides expert medico-legal reports and assessments relating to older people with mental health problems. All reports are prepared by Dr Hugh Series, an experienced consultant old age psychiatrist. Hugh is based in Oxford, but can travel if required to see clients in England and Wales. Outside these jurisdictions, mental health law is significantly different.

Hugh is always happy to provide an initial phone discussion to establish if the referral is appropriate and if he can assist. This is free of charge and without obligation.

As most clients are elderly it is usually preferable for him to see them in their own home, but if preferred consulting rooms are available in Oxford.​

  • Court of Protection
    Hugh frequently provides expert assessments of capacity for the Court of Protection, usually in the context of appeals against Deprivation of Liberty under s. 21A of MCA 2005. This is usually by way of a joint instruction. Published judgment: Royal Borough of Greenwich v CDM [2018] EWCOP EWHC 1668 (COP)
  • Criminal proceedings
    Hugh has much experience of work in criminal proceedings: - fitness to plead and to stand trial - reliability of witness evidence - mental condition at time of offence - vulnerability as a witness Hugh accepts instructions either from defence or prosecution.
  • Lasting power of attorney
    Hugh is able to provide assessments and act as a certificate provider for Lasting Powers of Attorney.
  • Deputyship application
    Hugh is able to provide assessments of capacity for form COP3 for deputyship applications.
  • Civil proceedings
    Hugh frequently provides reports in a wide variety of civil proceedings, particularly retrospective assessments of testamentary capacity in contentious probate.
